One eligibility requirement for the Lifeline discount program is being part of the Supplemental Nutrition Assistance Program (SNAP). Despite a staggering number of of families receiving SNAP food stamps (over 44 million), it is estimated that only around 12 million Lifeline phones have been given out.

Why is that?
Well, some customers complain that the quality of phones being distributed is lacking and does not provide the service that is being advertised, leaving low-income families to search for affordable cell phone plans that do not participate in the Lifeline discount. Certain companies have been providing phones that do not adhere to FCC requirements, resulting in malfunctioning phones and applications, as well as poor customer service.

However, according to the FCC website, the minimum requirements for the Lifeline phones will progress with each year, which should allow for better phones in the future and more people taking advantage. That does not mean that quality phones don’t exist today. After the new reform in 2016, all participating companies in the Lifeline program are required to provide provide smartphones that can access the internet and provide hotspot functionality.

Additionally, while some companies do not provide the highest quality service and phones, many do, and the Lifeline discount program should not be overlooked just because of a few inadequate companies.
